HighLevel’s three core plans serve different agency models. Pick based on client-account scale and whether software reselling is part of the plan—not simply on which tier has the longest feature list.
The three plans at a glance
| Need | Plan to examine |
|---|---|
| Up to 3 sub-accounts | Starter |
| Many client sub-accounts | Unlimited |
| White-label SaaS / markup rebilling | Agency Pro |
| Basic API access | Unlimited+ |
| Advanced API | Agency Pro |
Starter
Starter is the smallest-footprint option. Its main limiting factor for agencies is the three-sub-account allowance.
Unlimited
Unlimited is the natural step once an agency needs more than three client environments but does not yet need the full SaaS-reselling feature set.
Agency Pro
Agency Pro is the plan designed around SaaS Mode, automated provisioning and supported markup rebilling. It is not automatically necessary for agencies that simply manage clients.
Starter vs Unlimited
The key question is client-account scale. If three sub-accounts are enough, Starter can cover the basics. If not, Unlimited changes the account model rather than merely adding a handful of features.
Unlimited vs Agency Pro
The distinction is operating an agency versus packaging HighLevel as part of a recurring software offer. SaaS Mode, provisioning and markup rebilling make Agency Pro a different commercial model, not simply a higher feature tier.
